If you are looking to do an email marketing campaign consider using Business Contact Manager for Outlook 2007 which replaces List Builder with E-Mail Marketing Service.  The trial of Office Small Business 2007 is available from http://us1.trymicrosoftoffice.com/   Select the contacts that you want from your Business Continuity Management  (BCM) Contacts database and create a marketing campaign and send it via an Email marketing service.  As far as permission marketing, your subscribers (contacts) get a unsubscribe link in the email, so they can opt out if desired and that is recorded in your marketing service provider database for future interactions.
